The Post-Pandemic Digitalisation and Productivity: A Case Study of Malaysian Maritime Enforcement Agency (MMEA) in Sabah

This paper aims to investigate the key lessons learned from the hastening of digitalisation in
the Malaysian Maritime Enforcement Agency (MMEA) during the pandemic and in the postpandemic world. This paper also explores the extent to which digitalisation boosts MMEA's
overall productivity through the adoption of greater digitalisation and the enhancement of their
existing technologies. The qualitative research approach was used to conduct the study for this

Purposive sampling techniques were applied to recruit fifteen participants from MMEA. A
semi-structured interview technique was carried out, and the obtained data was analysed using
thematic analysis. According to the findings, digitalisation is taking place at MMEA because
of the pandemic. Due to the restrictions on control move order (MCO), MMEA staffs were
compelled to utilise digital tools to keep their operation running. However, prior to the
pandemic, the staff was not making the most of the digitalisation because of a lack of awareness
and training in utilising the existing digitalisation tools. As a result, employees have expressed
a desire for MMEA to further upgrade their existing technologies to support improved maritime
operations. Regarding productivity, the responses of all participants indicate that a greater
adoption of digitalization within the agency is related to an increase in productivity.
